Can I get a failure to appear in court expunged from my record?

Back in 1995 I was diagnosed with bi-polar disorder. At that time I was arrested for failure to pay a taxi cab in Oakland California. Subsequently a warrant was issued for my arrest for failure to appear in court. No charges were ever pressed against me for the failure to pay a taxi cab. Can I have my arrest record expunged or sealed?
