Is an elastic waistband dress considered formal? please answer!?

I would say it's not that formal. I mean if you can see yourself wearing it to school, then you know it's not formal. But you can't say that you can't see yourself wearing it because it's not your style. Based on if it would be appropriate for a school setting, you can tell if it's casual or formal.
